The congregation council is the representative leadership body of Emanuel Lutheran Church. The council meets on the third Tuesday of every month at 7:30pm. Meetings are open to members of the congregation.

Congregational Constitution
ELCA Lutheran congregations follow the most recent model constitution approved by Churchwide Assembly. The model constitution is supplemented by bylaws specific to each congregation. At the January 2021 congregational meeting, Emanuel adopted the revisions to the model constitution required by the 2019 Churchwide Assembly. Role of the Council
The Administration of the Congregation
Like all ELCA Lutheran congregations, Emanuel is governed by a council of members who oversee and direct the congregation’s operation. The council president is a layperson. The council and pastor work together to offer administrative and spiritual leadership in the congregation. Emanuel is a participatory democracy in which all members contribute to the common good.
